Author Biography:
Toivo Miljan is professor of political science at Wilfrid Laurier University, Waterloo Ontario, and adjunct professor of political economy, Swedish School of Economics and Business Administration, Helsinki, Finland. He is the author of The Political Economy of North-South Relations. The President of Estonia decorated Professor Miljan in 2001 with the Order of the White Star V in recognition of his contribution in assisting Estonia to achieve and rebuild its independence.
